In adopting the 2001 Declaration of Commitment on HIV/AIDS, Member States obligated themselves to regularly report on their progress to the UN General Assembly. The UN Secretary-General charged the UNAIDS Secretariat with the responsibility for developing the reporting process, accepting reports from member States on his behalf, and preparing a regular report for the General Assembly. Member States are required to submit Country Progress reports to the UNAIDS Secretariat every two years.
The National AIDS Spending Assessment (NASA) resource tracking methodology is designed to describe the investments, financial flows and expenditures. It is used to collect accurate and consistent data on how funds are spent at the national level and from where those funds are sourced.

NASA provides indicators to provide information on a country’s financial response to AIDS and to support the monitoring of resource mobilization. It is a tool within the national monitoring and evaluation framework.
