New Data on Male Circumcision and HIV Prevention: Policy and Programme Implications. (March 2007)

Findings from recent studies demonstrate that male circumcision is efficacious in reducing sexual transmission of HIV from women to men. This document provides recommendations for countries considering scaling up access to male circumcision. The recommendations emphasize that male circumcision should always be part of a comprehensive prevention package. Male circumcision should be promoted in a culturally appropriate way and implemented safely, under conditions of informed consent, and without coercion or discrimination. Most importantly, policy makers and individuals must understand that male circumcision does not afford complete protection against HIV infection and that it must not displace other prevention strategies such as the correct and consistent use of condoms, the reduction in sexual partners and the treatment of sexually transmitted infections.
