Intensifying HIV Prevention: UNAIDS Policy Position Paper (2005)

The Policy Position Paper provides direction to those with a leadership role in HIV prevention, treatment and care to enable them to intensify their HIV prevention efforts.  The ultimate aim is to achieve universal access to HIV prevention and treatment.  The paper provides a common ground on which advocacy for scaling up HIV prevention is based. The Core Principles and Essential Policy Actions for HIV Prevention are identified, as well as the actions that national partners must take for country-level intensification and the support UNAIDS will provide. 

In June 2004, the UNAIDS Programme Coordinating Board (PCB) comprising representatives of national governments, civil society including networks of people living with HIV and UNAIDS Co-sponsors, requested that UNAIDS develop a global strategy to intensify HIV prevention.  The process began with discussion of a Strategy Framework for Intensifying HIV Prevention at the December 2004 meeting of the Programme Coordinating Board followed by intensive consultation with all stakeholders and Programme Coordinating Board members.  Based on this collective input, UNAIDS developed this Policy Position Paper which was endorsed by the PCB at its 17th Meeting in June 2005.
