Dr Luiz Loures, Director of UNAIDS Executive Office
Dr Luiz Loures joined UNAIDS in 1996 and was appointed Director of the Executive Office in March, 2009.
Dr Loures is a medical doctor and brings over 25 years of experience in the AIDS response. He has been involved since the beginning of the epidemic—from the front-line treating people living with HIV to his dynamic engagement in the global policy framework development. In 2006, Dr Loures was granted the Make a Difference Award for his long-standing contribution to the global response to AIDS by O GLOBO, one of Brazil’s largest newspapers.
As Director of the Executive office, Dr Loures oversees the strategic thinking processes, assisting the Executive Director on the direction of the UNAIDS strategy; and oversees mainstreaming of UNAIDS strategic priorities, change management processes and performance enhancement. Dr Loures also oversees all staff, management and administration of the Executive Office ensuring coordination and consistency.
Prior to this position, Dr Loures was Associate Director of the Europe and Americas Division.
Before joining UNAIDS, Dr Loures was a Special Advisor on AIDS to the Ministry of Health in Brazil and participated actively in the creation and consolidation of the country’s National AIDS Programme, widely recognized today as one of the most effective in curbing the epidemic. Dr Loures was directly responsible for designing the programme for universal access to antiretroviral drugs for people living with HIV in Brazil. Dr Loures also acquired extensive experience in the medical management of people living with HIV and was involved in the diagnosis and care of the first people diagnosed with AIDS-related illnesses in Brazil in the early 1980s.
Born, raised and educated in Brazil, Dr Loures completed his medical studies at the Federal University of Minas Gerais and specialized in intensive care. Dr Loures also holds an MPH degree from the University of California at Berkeley and speaks Portuguese, Spanish, English and French.
