The Evidence, Strategy and Results (ESR) Department leads the UNAIDS technical and programmatic approach to the HIV epidemic and enhances understanding of the global response. It develops evidence, strategies and tools to improve decision-making, analyzes trends and engages stakeholders at all levels to expand knowledge and maximize the use of resources.

The Department contributes to achieving Universal Access and the MDGs through advocating ambitious and effective policies and programmes to address the needs of vulnerable people.

ESR comprises the Prevention, Vulnerability and Rights (PVR) and the Improved Country Response (ICR) divisions. Dr Bernhard Schwartlander is the Director of the Department.
