The Prevention, Vulnerability and Rights (PVR) Division provides strategic leadership on policies and tools for achieving the Millennium Development Goals and Universal Access to HIV prevention, treatment, care and support. PVR division engages and supports communities, researchers and policy makers to take bold and sustained action toward “zero discrimination, zero new HIV infections, and zero AIDS-related deaths”. It develops global policies on how to sustainably reduce new HIV infections, advance and protect human rights in the response to AIDS, address the vulnerability of women, girls and sexual minorities, and increase programme efficiency at all levels through systems integration.

The UNAIDS priorities were chosen because they can help countries meet their universal access targets and contribute towards achieving the Millennium Development Goals.
