The Strategic Country Support division, in collaboration with the Regional Support Teams, support implementation of the UNAIDS Outcome Framework leading towards Universal Access by:

  • Collecting, analyzing, documenting and disseminating strategic information for policy development, decision making, planning and programming. 
  • Supporting the development and implementation of  tools and guidance
  • Collaborating in the development of national strategic plans and UN planning instruments at country level.  

The division also supports humanitarian and security issues in the context of AIDS responses at global, regional and country levels.

The “Three Ones”

In 2004, UNAIDS, the UK and the USA led the endorsement by international donors, partners and national governments of the "Three Ones" principles — One national AIDS Action Framework; One National AIDS Coordinating Authority; One agreed country-level Monitoring and Evaluation System—to achieve the most effective and efficient use of resources, and results-based management.
