Tools Development to guide oral and/or topical ARV- based prevention programme design decisions

The purpose of this RFP is to select a suitable contractor as a consultant to develop tools to guide prevention programme design decisions on oral and/or topical ARVs, as part of a WHO and UNAIDS project entitled “ARV-based HIV prevention technologies: Setting the stage for introduction and scale up”, for an initial period of six months, with the possibility of renewal for up to an additional period of one year, if duties are performed to the level of satisfaction.

The provider is expected to exhibit technical expertise and excellent understanding of the technical basis for PrEP and the clinical and public health issues arising from its introduction. The provider should also have good experience in coordinating partnership development and consensus development processes.

The proposed period for the consultancy is for a probationary period of six months, from March to August 2014, renewable for up to an additional period of one year, if duties are performed to the level of satisfaction.

The proposed work needs to fit within the ongoing work of the WHO HIV department and with the UNAIDS Science Panel team. Over the next 18 months, it is envisaged that an average commitment of 3-5 days per week (0.6 -1.0 FTE) will be required on a flexible basis. Time spent on duty travel will be included in the days included in the contract.
