Health Resource Tracking Tool Development Consultant

The purpose of this RFP is to select a suitable contractor to improve the functionality of the Rwanda’s Health Resource Tracking Tool in particular with regards to the Classification Tree and the data collected on outputs/targets/beneficiaries.

The objective of this consultancy is to improve the functionality of the tool with regards to three main areas:

1. The development of a Flexible Classification Structure or purpose code tree
2. The development of a Mapping Engine for the classification tree
3. Linking Targets, Outputs and Beneficiaries to Activities

The activities are expected to be conducted between February and April 2013, with a final report before the end of May 2013. There might be an extended period of consultations between the contractor and the software development team, due to the selection process of the Software development team and the conclusion of the programming required. The contractor is expected to maintain the communication to conduct the verification of the programming and testing the concepts have been implemented properly.

HIV This Month – Technical Editor

The purpose of this RFP is to select a suitable contractor to carry out task of Technical Editor for the HIV This Month (HTM) digest, as part of a new web platform called UNAIDS Science Now, for a period of 12 months, with the possibility of a 12-month extension, depending on performance and budget availability.

The new UNAIDS Science Now where the HTM digest is hosted, aims to become the “go to” place for all of UNAIDS Geneva and field staff, co-sponsor organization staff, national AIDS offices, research institutions and possibly university students with an interest in HIV. HTM will contain abstracts or summaries of articles and reviews from scientific journals that are carefully filtered from a selection of more than a thousand articles and reviews over a period of one month.

The HTM will also have occasional A4 page-long Features from guest editors.

Production of Fundraising Materials

The purpose of this RFP is to select a suitable contractor that will produce fundraising and publication materials focusing on bilateral donors, foundations, the private sector and individuals.

The contractor will translate UNAIDS’ mandate into a practical value proposition and produce a clear call to action with the aim of attracting new donors and re-engaging existing donors for the global AIDS response.

The contractor will integrate the value proposition and the call to action into a toolbox of high-quality proposals and other materials ensuring the content reflects the Organization’s identity, includes UNAIDS strategic objectives and communicates its financial needs in a clear, visual and innovative manner.

The contractor shall be a creative communications company that has experience in producing fundraising materials for non-profit organizations.

Translation and Interpretation Services for the UN Offices in Burundi

The purpose of this RFP is to select suitable contractor(s) and establish Long Term Agreement (LTAs) with successful bidders (individual or entities) for the provision of Translation and Interpreting Services from English to French; English to Kirundi; French to English; French to Kirundi; Kirundi to English; and Kirundi to French.

Technical Assistance on Sustainable and Innovative HIV Financing

The purpose of this RFP is to select a suitable contractor to assist UNAIDS with analysis and technical support in the area of sustainable and innovative financing.

The consultancy includes the following mayor tasks described more in the detail in the Request for proposal:

1. Describe global principles of fair share
2. Support selected priority high burden countries to develop financial sustainability plans
3. Monitor and analyse AIDS budgets and resource flows of selected donor-dependent countries

Support for National Estimates and Projections - 2013

The purpose of this RFP is to enter into a contractual agreement with a successful bidder to provide support to the 2013 national HIV/AIDS estimates and projections.

The tasks to be performed by the contractor include the following, which are fully described in the RFP document attached:

A. Support in the coordination and logistics of 10 regional HIV/AIDS estimation workshops, to take place during April-May 2013;
B. Co-facilitate 5 regional HIV/AIDS estimation workshops, to take place during April-May 2013;
C. Provide remote technical assistance using electronic and telephone exchanges, to help country teams finalize 2012 HIV/AIDS estimates by July 2013;
D. Provide in-country technical assistance for 2012 HIV/AIDS estimates to up to 6 countries;
E. Update Spectrum files for approximately 40 countries which do not attend HIV estimation workshops;
F. Summarize the impact and dynamics of HIV epidemic based on 2012 Spectrum results;

The contract is envisaged to cover the period to provide support from April to December 2013.

Membership for Indicator Working Group of the Monitoring and Evaluation Reference Group (MERG)

The MERG Indicator WG will, under the auspices of the MERG, coordinate and make recommendations on indicator development, revisions, and reviews.

The purpose of the group is to:

- Increase the quality of data through the development of clear, collectable, meaningful indicators
- Provide support to countries to ensure appropriate data are available for understanding the epidemic and the response, while also reducing the burden imposed by donors and partners on countries through the alignment of indicators
- Improve the use of data by ensuring that data are easily available and used by countries and other partners

To re-constitute an Indicator Working Group, the MERG is now looking for suitable members of the group. Please find attached the Terms of Reference for the Indicator WG for more information about the mandate, structure and membership.

Management of Technical Support Facilities in 3 UNAIDS regions

The TSFs provide technical support and capacity development services to countries in Africa and Asia to help strengthen the delivery of national AIDS programs.

Technical support for the development of a national HIV/AIDS strategic plan and operational plan to the Government of Sudan

The purpose of this Request for Proposal is to select a suitable contractor to provide technical support to the Sudan National AIDS Control Programme for the development of national strategic and operational plans on HIV/AIDS.

The provider shall be a public institution, company, individual or NGO operating in the field of HIV/AIDS Strategic planning.

The phase one of the development of the national HIV/AIDS strategic plan has concluded by development of an overall situation and response analysis of the epidemic, in addition to key strategic directions and priorities for zero new HIV infection, zero discrimination and zero AIDS-related deaths in Sudan. These priorities should guide the response during the next four years.

The key expected outputs consist of a detailed national strategic plan for Sudan (2013-16)  including situation and response analysis, institutional arrangements for higher efficiency and accountability, monitoring and evaluation framework, and costed operational plan and a Strategy brief summarizing the key elements of the strategy (in 5-8 pages maximum).
