The purpose of this RFP is to enter into a contractual agreement with a successful bidder to provide technical support to the Government of Honduras for the development of National Strategic and Operational Plans (NSP, OP) on HIV/AIDS.

The expected outputs of the contract are:

• Epidemiological Situation and response analysis;
• Final draft of the 3-year NSP including key strategies and interventions;
• Final draft of the 2-year OP including overall M&E framework;
