Development and operationalization of an Early Warning System for Global Fund Grant Implementation in 12 pilot countries based on a geographic distribution

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor.

The purpose of the consultancy is to develop, test and put operational an “Early Warning System” in 12 pilot countries coming from 4 regions: 5 in Western and Central Africa (WCA), 3 in Asia Pacific (AP), 2 Middle East and North Africa (MENA) and 2 in Southern Africa (SA)

The “Early Warning System” (EWS) will help to timely identify and address potential bottlenecks to grants implementation through technical support and of intermediate implementation support through capacity building and technical support The project is seeking to implement the EWS in 12 pilot countries for further expansion in to the other countries in the region

The specific objectives are to:

  1. Develop an Early Warning System (EWS) for Global Fund grant implementation and facilitate its implementation in the 12 pilot country including the definition and roll out of adequate training.
  2. Provide high level guidance to country partners, document lessons learnt which inform methodology for scale up.
  3. Provide ongoing project management throughout the duration of the pilot programme and coherent linkages with other thematic areas of the project.
