The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to develop a function/module within the District Health Information System (DHIS) that can link HIV estimates and other input (denominator) data to HIV related programme data collected in country (i.e. ART, PMTCT and male circumcision) to calculate coverage at various subnational levels, as per national administrative divisions. This will enable a real-time monitoring of the post 2015 agenda indicators and the use of data for program effectiveness and accountability.
This consultancy has three key objectives:
1. Analyze UNAIDS requirements for a feature/module within DHIS, and make recommendations to UNAIDS on how best to integrate data and visualization needs identified in DHIS.
2. Update / revise the software based on these needs.
a. Refine import feature to input denominator data to DHIS.
b. Develop mechanism within DHIS to complete coverage calculations based on programme and denominator data inputted.
c. Develop data visualizations as per UNAIDS requirements.
3. Develop user guide.
4. Proposal for provision of support and maintenance of the module, where required.
