I appreciate the valuable time you have carved out from your demanding schedules to discuss the role of the judiciary in the HIV epidemic. This is a testament to your deep commitment to confronting this major challenge of our time.

- On this World AIDS Day we are filled with both hope and concern. Hope because significant progress has been made towards universal access. New HIV infections have dropped. Fewer children are born with HIV. And more than 4 million people are on treatment.

- This is an exciting time to be among AIDS vaccine researchers—even more exciting than I anticipated when I accepted the invitation months ago.We have witnessed a significant moment in the AIDS field with the announcement of the results of the Phase III trial in Thailand of a combination HIV vaccine candidate. As you know, the results presented thus far from the Thai trial are modest. Yet that the results are not conclusive is to miss the point—the point is that they provide much needed hope to the scientific community.

- My friends, who could fail to care about the human consequences of HIV? The most recent data published with our Cosponsors makes for somber reading. Despite tremendous progress with treatment access, we are not there yet. For every person newly on treatment, three more people are newly infected with HIV.The Church’s uncompromising position on the need for social justice—to do what is right— and on the inherent dignity of individuals, inspires us to champion for universal access to comprehensive HIV prevention, treatment, care and support as a moral imperative.

- HIV in the Eastern Mediterranean region: Facing challenges; creating opportunities. EMRO is home to well over one half million people living with HIV. The bulk of infections are concentrated among men who have sex with men, people who inject drugs and people who sell sex. These are people who tend to suffer major stigma and discrimination. Not surprisingly HIV remains a highly stigmatized health condition.

- Executive Director, distinguished delegates, ladies and gentlemen. It is a great honour for me to attend the 24th Meeting of the UNAIDS Programme Coordinating Board. I am very pleased to address the board on the topic of HIV and mobility, and the importance of collaboration and partnership to improve universal access to a large and often under-reached population. It is particularly encouraging to see the topic of today’s important session is focused on universal access and people on the move.

- The challenges of pandemics for Africa’s development
- When we explore the causes of Africa’s under-economic development, it is common to mention slave trade, colonialism, difficulty in accessing sea trade or inefficient institutions. However, experts in health and economics increasingly agree that it is infectious diseases that play the largest role in Africa’s underdevelopment.

- It troubles me greatly to say that caring societies are in recession. We are bombarded with news and reports of increasingly terrible acts perpetuated on women. In South Africa according the Medical Research Council of Cape Town University, one in four women report being abused by an intimate partner – and every six hours a woman is killed. In the UK according to the British Crime Survey, a reported 80,000 women suffer rape every year2. Research from a number of countries confirms what seems common sense: there is a strong relationship between intimate partner violence and HIV status.

- I am deeply honored and privileged to join you for this important meeting for three reasons: First, we are witnessing a revolution in practice—a revolution which brings altogether users and ex-users, human rights advocates, public health practitioners and of course those who have the financial resources to make a difference—to address a pressing problem for which there are straight-forward evidence-informed solutions.
