The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to undertake and complete a workforce planning review of UNAIDS HQ and Regional Support Teams (RST) staffing and provide recommendations on:
- Aligning staff numbers and functions to effectively and sustainably implement the UNAIDS Strategy, the new Division of Labor, and the UBRAF (“Unified Budget, Results and Accountability Framework”), taking into consideration the findings of the UNAIDS country office typology exercise;
- Lower staffing-related costs taking into consideration the resource forecast for the UNAIDS Secretariat in the next two biennia;
- Strengthening the UNAIDS value-for-money proposition through a strategic management model including outsourcing and outposting of some functions.
