The purpose of this RFP is toselect a suitable contractor to develop computer software – known as the Unit Cost Estimation Model or UCEM – that will enable healthcare professional in countries to calculate unit costs of services or programs provided at facility level.
Paper versions of Costing Manual and Costing Workbook have been produced and the aim of this RFP is to produce a software version based on the paper versions.
The UCEM allows countries to estimate unit costs thereby enabling these to feed into costing models that calculate the costs of services and programs involved in their response to HIV.
The UCEM application should be desktop software with client-server capabilities. It should operate both on stand alone machines as well as in networked environments. There will be no dedicated central database(s) and client software should not be written as a web client.
