Daily Media Monitoring and Distribution Services

The purpose of this RFP is to establish an exclusive contract valid for two years with possible extension of one year subject to performance and funding availability with the successful bidder as the contractor to perform the following tasks:

  1. To monitor media sources globally in official languages of UNAIDS (English and French are mandatory, capacity to monitor global Spanish and Russian media an advantage). Examples of media sources can be found in Annex 5.
  2. To screen, select and edit global media reports in order to produce an early morning round-up of the top news headlines on AIDS that are relevant to UNAIDS. Send the early morning round-up to UNAIDS Communications staff by 10.00am CET daily.
  3. To screen and edit global media reports, taking into account sensitivity and appropriateness of articles in order to produce a comprehensive selection of the top news headlines on HIV that are relevant to UNAIDS. And produce and distribute results electronically via a daily summary report, “Today’s News”, to all UNAIDS external stakeholders around the world on every working day of UNAIDS HQ after clearance and sign-off by UNAIDS Communications.
  4. To undertake special monitoring of events at the request of UNAIDS communications – this could include producing the news report on a holiday or on weekends.
  5. To flag breaking news to UNAIDS Communications when appropriate, as an early warning mechanism through daily media monitoring,
  6. Archiving and maintenance of the “Today’s News” repository on UNAIDS internal file-share.

Multilingual web publishing services

Production of Motion Graphics and Flyer

Long Term Agreement (LTA) for Printing of UNAIDS publications in A4 Format for a two years period

The purpose of this ITB is to select suitable printer(s) and establish Long Term Agreement (LTA) with successful bidders for the production of UNAIDS Publications in A4 format with covers in 4 colour process (CMYK) plus machine varnish one side, black printing on reverse. Plate’s change 4/1 colour recto verso for covers and text in 4 colour process (CMYK) printing - Plates change 4 colours recto verso per 16 pages per language.

The LTA will be issued for a period of two years. One extension for additional two years might be awarded depending on performance and unchanged price conditions.

UNAIDS placed a total of 62 purchase orders for printing worth USD 494.000 in 2010, and 111 purchase orders worth USD 341.304 in 2011. UNAIDS, however, does not guarantee the volume indicated since it is dependent on internal needs and demands.

Communications and global advocacy support services

The purpose of this RFP is to establish a non-exclusive Long Term agreement valid for one year with up to 6 suppliers who would be first contacted to meet our needs related to communications and global advocacy for ad-hoc assignments based on business decisions and resources planning of the Joint United Nations Programme on HIV/AIDS (UNAIDS).

Re-design and develop a new website for the Global Coalition on Women and AIDS (GCWA)

Technical Assistance on HIV Financing frameworks, fiscal space analysis and integration into social and health financing schemes

The purpose of this RFP is to select a suitable contractor to assist UNAIDS with analysis and technical support in the area of sustainable and innovative financing.

The contractor will be requested to:

  1. Assess existing financial agreements between countries and bilateral and multilateral donors.
  2. Produce a policy brief on integration of HIV services into health insurance and other financing schemes as a means for diversifying funding base and ensuring sustainability of HIV financing.
  3. Develop two in depth case studies of integration of HIV services into national health insurance or other financing schemes.
  4. Develop desk-based assessments of fiscal space for HIV for four countries and examine whether and how governments could feasibly increase expenditure on in the short-to medium term in line with countries’ macroeconomic fundamentals.

Strategic Communications Services

UNAIDS is planning to launch a Request for Proposals (RFP) to identify individuals or organizations to support the Secretariat in defining the strategy to be used in key areas of communication and delivering the final product to the Communications and Global Advocacy department in the areas of support described in the EOI during a period of twelve months.

The contract would cover multiple assignments during the contractual period, where each assignment is expected to be delivered between two to five days from the date it is requested with frequent prioritized interactions and usually a fixed deadline, defined by the nature of the task, agreed to at the beginning of each assignment.

UNAIDS is estimating a potential volume of work of about 140 assignments during the contractual period. UNAIDS however does not guarantee the volume of work. It is the intention of UNAIDS to award two to three contracts to ensure availability of resources at short notice.

Technical support for the development of a national HIV/AIDS strategic plan and operational plan to the Government of Sudan

The purpose of this Request for Proposal is to select a suitable contractor to provide technical support to the Sudan National AIDS Control Programme for the development of national strategic and operational plans on HIV/AIDS.

The provider shall be a public institution, company, individual or NGO operating in the field of HIV/AIDS Strategic planning.

The phase one of the development of the national HIV/AIDS strategic plan has concluded by development of an overall situation and response analysis of the epidemic, in addition to key strategic directions and priorities for zero new HIV infection, zero discrimination and zero AIDS-related deaths in Sudan. These priorities should guide the response during the next four years.

The key expected outputs consist of a detailed national strategic plan for Sudan (2013-16)  including situation and response analysis, institutional arrangements for higher efficiency and accountability, monitoring and evaluation framework, and costed operational plan and a Strategy brief summarizing the key elements of the strategy (in 5-8 pages maximum).

Production of Fundraising Materials

Membership for Indicator Working Group of the Monitoring and Evaluation Reference Group (MERG)

- Increase the quality of data through the development of clear, collectable, meaningful indicators

Support for National Estimates and Projections - 2013

The purpose of this RFP is to enter into a contractual agreement with a successful bidder to provide support to the 2013 national HIV/AIDS estimates and projections.

The tasks to be performed by the contractor include the following, which are fully described in the RFP document attached:

A. Support in the coordination and logistics of 10 regional HIV/AIDS estimation workshops, to take place during April-May 2013;
B. Co-facilitate 5 regional HIV/AIDS estimation workshops, to take place during April-May 2013;
C. Provide remote technical assistance using electronic and telephone exchanges, to help country teams finalize 2012 HIV/AIDS estimates by July 2013;

Health Resource Tracking Tool Development Consultant

The purpose of this RFP is to select a suitable contractor to improve the functionality of the Rwanda’s Health Resource Tracking Tool in particular with regards to the Classification Tree and the data collected on outputs/targets/beneficiaries.

The objective of this consultancy is to improve the functionality of the tool with regards to three main areas:

1. The development of a Flexible Classification Structure or purpose code tree
2. The development of a Mapping Engine for the classification tree
3. Linking Targets, Outputs and Beneficiaries to Activities

The activities are expected to be conducted between February and April 2013, with a final report before the end of May 2013. There might be an extended period of consultations between the contractor and the software development team, due to the selection process of the Software development team and the conclusion of the programming required. HIV This Month – Technical Editor

The purpose of this RFP is to select a suitable contractor to carry out task of Technical Editor for the HIV This Month (HTM) digest, as part of a new web platform called UNAIDS Science Now, for a period of 12 months, with the possibility of a 12-month extension, depending on performance and budget availability.

The new UNAIDS Science Now where the HTM digest is hosted, aims to become the “go to” place for all of UNAIDS Geneva and field staff, co-sponsor organization staff, national AIDS offices, research institutions and possibly university students with an interest in HIV. HTM will contain abstracts or summaries of articles and reviews from scientific journals that are carefully filtered from a selection of more than a thousand articles and reviews over a period of one month.

The HTM will also have occasional A4 page-long Features from guest editors.
