Implementation of the District Health Information System (DHIS) for monitoring of HIV-related programme coverage at national and subnational level in the context of the UNAIDS post 2015 agenda

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to develop a function/module within the District Health Information System (DHIS) that can link HIV estimates and other input (denominator) data to HIV related programme data collected in country (i.e. ART, PMTCT and male circumcision) to calculate coverage at various subnational levels, as per national administrative divisions. This will enable a real-time monitoring of the post 2015 agenda indicators and the use of data for program effectiveness and accountability.

This consultancy has three key objectives:

1. Analyze UNAIDS requirements for a feature/module within DHIS, and make recommendations to UNAIDS on how best to integrate data and visualization needs identified in DHIS.

2. Update / revise the software based on these needs.

a. Refine import feature to input denominator data to DHIS.

b. Develop mechanism within DHIS to complete coverage calculations based on programme and denominator data inputted.

c. Develop data visualizations as per UNAIDS requirements.

3. Develop user guide.

4. Proposal for provision of support and maintenance of the module, where required.

Coordination of journal supplement on AIDS M&E, and expert inputs to guidelines development

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to carry out two sets of tasks:

  1. Provide technical support and the coordination of authors in the production of a peer reviewed journal supplement, (of UNAIDS choosing), entitled “documenting the new developments and lessons learnt in the monitoring and evaluation of the HIV and AIDS response” (working title) and support the three authors from countries document and contribute articles on the countries’ (Kenya, Ukraine and UK) experience in the implementation of the M&E plan and framework in the last ten years; Of note, a similar journal supplement was published with JAIDS in 2011 to document the development and lessons in the monitoring and evaluation of UNGASS;
  2. Provide technical support to the development of the Global AIDS Response Progress Reporting (GARPR) Guidelines for 2015 by providing an objective engagement and objectively moderate between co-sponsors, RST countries and other stakeholders and provide editorial oversight for the final document. This is an annual exercise intended to update the guidelines to address current issues in the development of indictors and their reporting in the GARPR process.

Corporate and technical content writing services

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement for a period of twelve months, extensible subject to funding and satisfactory performance for a unique period of six additional months with a suitable contractor to carry out the task of writing administrative/business/technical (IT) content and internal communications material.

UNAIDS is looking for a contractor to carry the above tasks with an estimated commitment of 60 days in total (480 hours, based on eight hours per day) as the work will be performed as required, not necessarily full days.

The estimated commitment is provided as a guideline only, UNAIDS does not guarantee them since requirements could vary within the contract period; the Contractor will be paid based on actual number of hours used on deliverables.

The main tasks relate to:

  1. Update and maintenance of the Fields Operation Manual and its templates and tools
  2. Development and Layout of EXO (Executive Office) Handbook and its templates and tools
  3. Edit, format and final preparation of IT Policies / processes documentation / Internal communication

Web application development of AIDSinfo 4.0

The purpose of this RFP is to select a suitable contractor to carry out the application development of a new version of UNAIDS’ primary data visualization tool, AIDSinfo. This new release is expected to retain relevant features of the current application, while integrating improvements that have been identified in the recently-concluded AIDSinfo evaluation.

AIDSinfo is UNAIDS’ primary data sharing platform, utilizing data visualization tools such as maps, charts, and tables to publish data online. Its latest version is a customized instance of Tellmaps (http://tellmaps.com/), which is hosted in Tellmaps’ servers and has been in production since September 2012.

UNAIDS has recently completed a comprehensive evaluation of AIDSinfo, which identified the strengths of the application, as well as areas for improvement. UNAIDS is now seeking to revise the tool according to the findings and recommendations of the evaluation. Bidders are asked to propose complete solutions that will include existing, essential functionalities of the application, along with new enhancements that will address the issues identified in the evaluation.

Development of Learning Sessions for Stigma beyond HIV 2014

The purpose of this RFP is to select suitable contractors to design, develop and pilot test an interactive modular series of workshops to help the UN system address issues of stigma and discrimination among its personnel. The specific themes covered with the workshop are sexual orientation and gender identity; disability; mental health; HIV; drug use; and the related human rights.

UN Cares, the United Nations system-wide workplace program on HIV, aims to implement ten Minimum Standards in all UN system offices worldwide. One of those standards is “Learning and training activities on stigma and discrimination.” Additional background on UN Cares and on its previous work to address stigma in the workplace, as well as other resources, is in the Concept Note, the Annex to these terms of reference.

Outside expertise will be required to design, develop and pilot test an interactive workshop or modular series of workshops to help the UN system address issues of stigma and discrimination among its personnel. Development of a mathematical model based on HIV case reporting

  2. Model that can be integrated into Spectrum AIDS Impact Module
  3. User manual including a description of how to ensure the data entered are of adequate quality to ensure reliable results
  4. Summary report of the implementation of the model in three countries

Speechwriting for UNAIDS Executive Director

Technical Assistance on HIV Sustainable Financing Frameworks

The purpose of this RFP is to select a suitable contractor to assist UNAIDS with analysis and technical support in the area of sustainable HIV financing framework and its application for selected countries in the Asia and the Pacific region.

The selected contract would:

  1. Develop a conceptual framework for sustainability of HIV financing within a broader health financing context; specifically explore the relationship and feasibility of HIV financing through Universal Health Coverage financing through looking at their joint resource needs, the extent to which they overlap, their separate and joint scope, resulting expenditure and financing indicators and the challenges of financing HIV through UHC:
  2. Conduct a study on HIV long term financing options for ASEAN and SARC sub-regions of the Asia and Pacific region. Apart from macroeconomic and fiscal space analysis and forward looking recommendations for these regions with regards to HIV financing the study should contain detailed analysis of the funding HIV funding gap and long term HIV financing options (including increased domestic spending, allocative and technical efficiency, integration of financing and service delivery) for 7 ASEAN countries (excluding Singapore and Brunei) and 4 SARC countries (including India, Pakistan, Bangladesh and Nepal).

Secretariat of the UNAIDS Reference Group for Estimates, Modeling and Projections

The Reference Group provides a flexible expert resource reviewing epidemiological data and methods, providing co-ordination for the development of software and analysis of data and a credible, independent point of reference for UNAIDS. The Reference Group provides the relevant technical basis for the UNAIDS global estimates and projections of HIV impact.

The objectives, activities and products of the Secretariat are described fully in the annex at the end of the Request for Proposals in Annext 1 and activities include:

a. Organize, in collaboration with UNAIDS, meetings of the UNAIDS Reference Group on Estimates, Modeling and Projections (approximately two face-to-face meetings and up to a dozen web-based or teleconference-based smaller meetings per year).
b. Write meetings and consensus reports.
c. Develop annual workplan for the Reference Group in collaboration with UNAIDS and base on the recommendations of the Reference Group.
d. Support UNAIDS and Reference Group activities to improve methodologies to produce estimates, including sub-contracting research projects related to improving the assumptions and methods in the models.
e. Maintenance of the website www.epidem.org.
f. Support the production of publications (including bi-annual journal supplements) on the HIV estimates methodology.

Fundraising component for UNAIDS HIV Testing campaign

With regards to the latter, this means that the successful bidder will:

  1. Research and report on the fundraising opportunities and options in the three preferred markets, the U.S., South Africa, and Brazil
  2. Develop a campaign strategy/plan with a focus on fundraising in the three markets
  3. Develop a clear call to action for the campaign, including a click-to-donate banner
  4. Create a mechanism to engage and activate people via SMS and possibly other channels in the three markets (young people should be able to send an SMS message and get back a list of local places where they can get HIV tested or to make a donation to UNAIDS via SMS)
  5. Manage the campaign: set clear goals, develop campaign strategies and ensure that the fundraising component is aligned with the creative materials that are developed by a creative agency. Prepare a written report providing fundraising results, other campaign metrics, and a narrative report on the work

Applied research services on inter-linkages between Gender Based Violence and HIV

The purpose of this Request for Proposal is to select a suitable research institution to build the capacity of selected community based organizations on the link between gender based violence and HIV; evidence based programme and policy development; monitoring and evaluation (M&E).

The research institution will support UNAIDS with:

  • (i) the design of an implementation framework for community based organizations based on the latest evidence and promising community based practices related to gender based violence and HIV,
  • (ii) a selection criteria for community based implementing partners;
  • (iii) the development of a robust M&E framework, aligned with the implementation framework, to allow for the determining effectiveness and learning of lessons and;
  • (iv) documentation of the process including lessons learnt.

The selected research institution needs to establish a team of experts in the above described areas.

Systematic Review and Quality Analysis of HIV/AIDS Related Evaluations

  • Catalogue the evaluations into the UNAIDS Evaluation Repository, together with the quality rating and other relevant metadata.
  • Conduct a systematic review and analysis of the evaluations in the repository and report on the variability of evaluation quality across dimensions of HIV and AIDS related themes and geographic regions.
  • Propose modification to the navigation and design of the repository to improve access.

Final Evaluation of the EC funded project on Capacity Development Planning and Implementation in 6 Sub-Saharan Countries

The purpose of this RFP is to select a suitable contractor to carry out the Final Evaluation of the European Commission funded project on Capacity Development Planning and Implementation in 6 Sub-Saharan Countries (Benin, Ethiopia, Ghana, Malawi, Nigeria and Swaziland).

The contractor will be expected to undertake the following main tasks:

a) To perform the agreed evaluation of the EC TS/CD project, including;

i. Guide and Monitor assessment of countries’ results in relation to targets, taking into consideration the overcoming of actual bottlenecks (e.g. political, institutional, technical, managerial) having hampered the achievement of the three key results of the project; Countries works will be done mainly by local consultant (funds already provided to each country for these purpose;

ii. Assessing the performance of UNAIDS (HQ/RST/UCO) in responding to country needs, sharing best practices and monitoring technical progress and country spending.

b) To discuss the findings with relevant stakeholders before the departure from the 2 assessed countries (field visits to Ghana and Ethiopia);

c) Obtain the comments from the country –including from the corresponding EU Delegation- to finalize the report;

d) To participate in the one-day debriefing session to be held in Brussels in September 2014 in order to share with EC the final evaluation consolidated results.

Production of HIV Testing campaign

Drafting the 34 PCB Background Paper on Thematic Session on “Addressing social and economic drivers of HIV through social protection”

The 33rd UNAIDS Program Co-ordinating Board (PCB) meeting agreed that the themes for the 34th and 35th meetings be respectively Addressing social and economic drivers of HIV through social protection and Halving HIV infections among people who inject drugs. The discussions on the social economic drivers of HIV offer two major opportunities. It comes before the Post 2015 discussions of the September 2014 68th UN General Assembly meeting. Effective positioning of HIV in September meeting is critical. Consolidating the relationship between the end of AIDS and end of poverty discussions is another critical opportunity presented by the 34th PCB meeting.

The final delivery of the consultancy is the draft background paper for the 34 PCB thematic session. The draft background document should be technically sound drawing on leading literature, country experiences, pushing the frontiers of understanding on the subject and leading to logical recommendations. It should reflect UNAIDS co -sponsors, member countries and civil society perspectives. It should also be politically supportable by articulating consensus and managing potential constituency disagreements on the topic.

Final draft must be presented in English.

Design and development of UNAIDS “Investing for Results” web portal

The purpose of this RFP is to suitable contractor to design and optionally also develop the Joint United Nations Programme on HIV/AIDS (UNAIDS) web portal.

The UNAIDS web portal, currently with a working title “Investing for Results”, has been proposed to fulfill the following objectives:

  • Increase stakeholders’ understanding of the UNAIDS strategy and results;
  • Enhance transparency on what UNAIDS does, how and where;
  • Tell a story on the Joint Programme’s achievements, on making a difference on AIDS as well as beyond AIDS (global health, social agenda, and broader development)
  • Be accountable on the use of funds and delivery of results;
  • Assure on the available management and accountability systems in place;
  • Offer information on the plans for the future and articulate our financial “ask”;
  • Inspire donors to support UNAIDS and attract more resources

Furthermore, the UNAIDS web portal will likewise serve as a platform to convey the key message that UNAIDS, is a unique entity in the UN system that delivers its mandates and achieve results with great impact on the AIDS epidemic. Through its various elements, the portal should illustrate UNAIDS as an organization with personality, connected to people, civil society, activists and those who do not have voice to articulate their aspirations. Designing, Producing, Managing and Dismantling the UNAIDS Joint Exhibition Booth

The purpose of this RFP is to select a suitable contractor to carry out the task of designing, producing, managing and dismantling the Joint UNAIDS Exhibition Booth at the XXth International AIDS Conference in Melbourne, Australia, 20-25 July 2014.

The exhibition space during the conference will be open to the public from Sunday 20 July to Thursday 24 July 2014. An estimated 18,000 delegates will visit the exhibition area over the five conference days.

UNAIDS Secretariat is responsible for coordinating the engagement of UNAIDS at the conference and seeks to commission the design, production, management and dismantling of an exhibition booth to accommodate publications, electronic media and other display materials of the eleven Cosponsoring organizations and the UNAIDS Secretariat.

A floor space of 100 square meters will be allocated for the booth. The shape of the allocated space is not yet confirmed therefore the design could be either rectangle or square. Flexibility in the design and cost are highly recommended.

Tools Development to guide oral and/or topical ARV- based prevention programme design decisions

The purpose of this RFP is to select a suitable contractor as a consultant to develop tools to guide prevention programme design decisions on oral and/or topical ARVs, as part of a WHO and UNAIDS project entitled “ARV-based HIV prevention technologies: Setting the stage for introduction and scale up”, for an initial period of six months, with the possibility of renewal for up to an additional period of one year, if duties are performed to the level of satisfaction.

The provider is expected to exhibit technical expertise and excellent understanding of the technical basis for PrEP and the clinical and public health issues arising from its introduction. The provider should also have good experience in coordinating partnership development and consensus development processes.

The proposed period for the consultancy is for a probationary period of six months, from March to August 2014, renewable for up to an additional period of one year, if duties are performed to the level of satisfaction.

The proposed work needs to fit within the ongoing work of the WHO HIV department and with the UNAIDS Science Panel team. Over the next 18 months, it is envisaged that an average commitment of 3-5 days per week (0.6 -1.0 FTE) will be required on a flexible basis. Time spent on duty travel will be included in the days included in the contract.

Promising approaches for HIV prevention for sero-discordant couples

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder to document promising HIV prevention programs for sero-discordant couples in Sub-Sahara Africa

A consultancy is required to document promising HIV prevention programs for sero-discordant couples in Sub-Sahara African countries. The consultancy’s deliverable must show how the different countries have selected and combined different interventions for optimal prevention outcomes for discordant couples, how those interventions were managed and financed and indicate the estimated prevention reach of the program.

The deliverable of the consultancy is a draft brief of promising country programs and projects on preventing HIV among discordant couples of 30-40 pages plus annexes.

Expression of Interest for Photography and video production services

The responsibilities of the Communications and Global Advocacy department within UNAIDS includes effectively positioning UNAIDS and our issues with key audiences, and to create, manage and share knowledge with partners and potential partners in the AIDS response.

This Expression of Interest (EOI) is published to identify individuals or organizations interested in submitting their offers to a Request for proposals exercise.

The future contract would cover multiple assignments during the contractual period, where each assignment is expected to be delivered between two to five days from the date it is requested with frequent prioritized interactions and usually a fixed deadline, defined by the nature of the task, agreed to at the beginning of each assignment.

UNAIDS has estimated a potential volume of work of about 42 two-working days assignments per annum for photography services and 29 two-day assignments each per annum for video production services during the contractual period.

Following the results of the EOI, a Request for Proposals will be published with refined terms of reference (TOR) based on feedback received in the EOI. Participation in the EOI does not guarantee been eligible for participating in the RFP nor it eliminates other potential bidders from participating in the RFP, however it allows UNAIDS to establish a contact for communicating the launch of the RFP and assess the geographic coverage of interested suppliers.
