  • Provisional agenda item 2: coordination and harmonization (the 'Three Ones') (en | fr
    The PCB is asked to endorse the principles for concerted country action against AIDS contained in the “three ones” agreement reached at the donor meeting in April 2004 in Washington DC. It is also asked to endorse specific action by UNAIDS to realize application of the ‘three ones’ at country level, including continuing action in the next biennium’s Unified Budget and Workplan.

    The increasing interest of UN-system organizations to become UNAIDS Cosponsors has prompted the Committee of Cosponsoring Organizations (CCO) to consider in more detail the implications of a larger, more diverse UNAIDS partnership. The founding ECOSOC resolution (1994/24 of 26 July 1994) does not address this issue, nor has the issue been raised at past PCB meetings, although both ECOSOC and the PCB have been kept informed as new Cosponsors have been admitted. UNAIDS is thus seeking the advice of the PCB on expanding Cosponsorship, based upon decisions and recommendations made by the CCO in March 2004.

  • Provisional agenda item 8.2: review of the memorandum of understanding with the Global Fund to Fight AIDS, Tuberculosis and Malaria (en | fr)
    A Memorandum of Understanding (MOU) between the Joint United Nations Programme on HIV/AIDS (UNAIDS) and the Global Fund to Fight AIDS, Tuberculosis and Malaria (Global Fund) was signed by the Executive Directors of both organizations on 4 August 2003.
  • Provisional agenda item 7: interim financial management information for the 2004–2005 biennium and financial update as at 30 April 2004 (en | fr)
    This report provides information on funds received and expenditures (including transfers to Cosponsors) as at 30 April 2004 against the Unified Budget and Workplan for 2004-2005. The report also describes unforeseen costs related to strengthening security measures at country level in compliance with UNSECOORD Minimum Operating Security Standards (MOSS), and additional payments to be made in connection with the construction costs of  the new UNAIDS Secretariat premises in Geneva.
  • 2003-2004 NGO report to UNAIDS Programme Coordinating Board on the state of the HIV/AIDS pandemic (en | fr)
    In this report, the five regional NGO/CBO delegates and five alternates of the PCB have put forward the highlights in our regional epidemic issues, progress in coordination of response, and policy recommendations to UNAIDS. It is our intention to provoke debate and to contribute to making this PCB meeting a memorable event, generating renewed vigor, through UNAIDS and member states, in commitment and action to stop AIDS.

    The 14th PCB meeting, held in Geneva in June 2003, through Recommendation 34, requested that:  “The Secretariat, in consultation with the Chair and Vice-Chair of the PCB, to propose for decision the mandate, roles, functions and membership of a bureau, if it is desirable to establish [one], at the next PCB meeting.”  The intent of establishing a Bureau is to maximize the effectiveness and efficiency of the PCB.
  • Provisional agenda item 8.1: update on implementation of the UNGASS Declaration of Commitment (en | fr)
    This report provides an update on progress in implementing the Declaration of Commitment on HIV/AIDS, signed by 189 Member States at the June 2001 UNGASS, with particular attention to 2005 targets. In September 2003, UNAIDS released the first Progress Report on the Global Response to the HIV/AIDS Epidemic, 2003 and summarized available evidence on core indicators developed to monitor implementation of the Declaration of Commitment. UNAIDS reported data from 103 countries on four categories of indicators.

    The Future Directions of UNAIDS, endorsed by the PCB in December 2002, provided the template against which the Programme could refocus its efforts in relation to the new challenges on AIDS of the first decade of the twenty-first century. In the eighteen months since, a significant retooling of our efforts has taken place. This renewed agenda for action places UNAIDS at the forefront of meeting the global AIDS challenge in 2004-2005.
  • United Nations system strategic plan for HIV/AIDS, 2001-2005 mid-term performance report, 2001-2003 (en | fr)
    The present report provides an analytical overview of the progress made by the UN system during 2001–2003 in achieving the objectives set forth in the UNSSP.  Information presented derives from written reports, policy papers, workplans and other documents submitted by participating UN organizations, updated agency strategic plans, and structured interviews with key staff of individual UN organizations. Twenty-three participating UN entities, plus one UN organization that had not participated in the original development of the UNSSP, participated in the mid-term performance review.

    This Report of the Executive Director to the 15th meeting of the UNAIDS Programme Coordinating Board (PCB) updates the PCB on the status of the HIV epidemic, summarizes major developments to date in advancing the global and UN system response to the epidemic during the 2002-2003 biennium, and articulates the Programme’s strategic approaches to implementation of the action steps agreed to by the PCB in December 2002 following the external evaluation of the Joint Programme.
