Conducting comprehensive study in HIV area in the Kyrgyz Republic

The purpose of this Request for Proposal (RFP) is to enter into a contractual agreement with a successful bidder and select a suitable contractor to conduct a comprehensive study in HIV area in the Kyrgyz Republic.

Scope of work:
- Conduct mid-term evaluation to evaluate the progress in implementation of the State programme on HIV/AIDS against 5 strategies (16 targets);
- Conduct assessment of HIV continuum of care (spot-check of HIV service cascade for PWID (prevention, detection/testing, link to care, adherence and virus suppression) in order to assess where are the major losses;
- Based on the findings develop an action plan to implement the state programme for 2015-2016.State programme on HIV for 2012-2016 in Russian can be downloaded from UNAIDS website at the same page where this RFP document is posted;
- Discuss findings with stakeholders and collect comments – 3 meetings in Bishkek and 1 meeting in Osh by 15 persons each;
- Provide final Study report and make presentation for Country Coordinating Mechanism (CCM) members and stakeholders in Bishkek (about 50 persons).
